Executive summary

The document ‘blueprint for a creative economy’ has 5 sections;

Introduction sets the global economic context and the importance of action to develop a creative economy. The scope, goals and priorities of the document are described.


Context details the global environment for creativity and describes what creativity is about in terms of economic and cultural activity. Motivations and rationales are described along with the individual skills sets that make up creative activity. Many of the problems that face small start up companies are examined and specific areas of concern highlighted. The relevance of changing corporate creative needs are introduced as is the role of local government. The section closes with a brief overview of the time scales involved and suggests a context for funding the development of a creative economy.


Methods gives a brief outline of a suggested marketing and P.R. philosophy. It initiates thinking on the subject of identity, branding and image management, how this could be coordinated and the overall scale of the action required. This subject is in itself huge and would require considerable strategic expertise.


Initiatives is a section devoted to action and detailed illustrations. It covers a wide range of creative activity and supplies examples and an initial collection of ideas. It is not meant to be definitive, but more of a starting point for more ideas. Areas covered include; the publication of work, the built environment, education and research, the creation of a global creative centre, film and television activity, conferences and live event, the part of local public spaces is discussed along with required facilities and international and national links. A strategy for managing the process is also introduced.


Summaries includes a very brief summary of possibilities and opportunities. Some thought is given to the future and how the need to deal with new ways of working, managing and thinking is already relevant. Summary biographies for the author and contributors are provided along with a list of reference material.
