Document scope

It is the intention of this document to propose analysis, strategies and initiatives in response to a need to stimulate creative economic activity on a local and regional scale. It could be used by an ambitious and progressive administration to form the basis of a long term plan to bring sustainable fiscal and cultural prosperity to a region.

This document attempts to define and categorise areas of creative activity and describe what a creative economy of the future could be. It is forward looking in its nature and makes basic assumptions drawn from the collective knowledge and experience of the author and various contributors. In this way, it does not purport to be a definitive solution, or a collection of tried and tested methods, but rather an informed response based on an evolved philosophy of creative entrepreneurialism.

One of the goals of this document is to communicate the complex nature of the task of stimulating a creative economy and promote a greater understanding of the multifaceted, interrelated dynamics of a creative environment. It highlights the difficulties faced by any intervening bodies who attempt to proactively stimulate and control something which by its nature is resistant to official intervention and control.

Although much of the contents of this document may be unsettling to the ‘risk averse’, it does attempt to encourage a positive and optimistic viewpoint and propose powerful ways of moving towards a future based on the new economy of ideas, intellectual property and creativity.

Care should be taken to understand the holistic nature of the recommended approach. Any attempts to separate and implement isolated parts of the suggested methods and strategies are unlikely to yield positive results and may even become self-defeating. Many of the initiatives cannot be implemented incrementally. Just as it is not possible to carry out heart surgery by making exploratory incisions and then monitoring the patient for positive reactions before deciding to continue, many of the plans and ideas proposed require a full commitment to carry out a long term strategy with a complete understanding of the length and complexity of the tasks involved.

The global creative culture is one populated by extremely alert and influential opinion formers who are easily capable of detecting and exposing inauthenticity in creative initiatives. Conversely, an open, informed and honest approach to stimulating creative activity is likely to be enthusiastically supported and encouraged in the world wide intellectual arena.
