The scale of these initiatives must be region wide. A creative economy is active in many different areas and although these areas may be connected and influence each other, they are resistant to control and manipulation which makes it more important to be seen to be acting on a larger scale.
Initiatives must be carried out simultaneously over a wide physical area and over a coordinated, long term time period. A creative economy exists in the global context and cannot be instantly manufactured by supporting a few small facilities.
For any governing authority to engage with the process of stimulating a creative economy, commitment to fund, support and carry out initiatives over a ten year period (minimum) must be entered into. It is unlikely that any attempts to start small, see what happens and respond accordingly will ever succeed in achieving the stated goal of building a creative economy.
In a world full of creative opportunities, only the serious participants will be able to attract the required attention.
