When it comes to publicising a city, especially a city with aspirations, there is nothing as visually powerful as a unique building that can be instantly recognised. Every time an article is published about a place, editors seek out photographs. The city of London? Lloyds Building. Bilbao? The Guggenheim.

Public architecture is just one aspect of this. Incentives can be provided to developers to experiment with architectural styles – awards given for new buildings that push the boundaries of new technology or environmentally sympathetic design. This applies to both commercial and domestic architecture.

The private sector can also be encouraged, by adopting a philosophy of creative experimentation and a relaxation of planning stipulations.
